IDPA UPDATE, the newsletter of the Indian Documentary Producers’ Association comes to you as an occasional publication. This is part of our effort to keep you updated about developments in the world of the short film that may be of interest to film makers. This issue contains a list of upcoming film festivals compiled from various sources.

Dear Friend,
You may be well aware of the outstanding contribution rendered by Films Division, Govt. of India, in the promotion of Documentary, Short and Animation films, through the biennial Mumbai International Film Festival (M.I.F.F.) held in Mumbai, India, since 1990.
Over the years, MIFF has become a preferred and much awaited event for the filmmakers to showcase their work, interact and exchange ideas. You may be happy to know that the MIFF is rated as one among the top three best organized and the largest International Film Festivals for Documentary, Short and Animation Films.
The forthcoming 10th edition of M.I.F.F. is scheduled from 3-9 February, 2008 in Mumbai, India.
The Entry Form of the MIFF 2008 is attached for submitting your film in the Competition category. You are also requested to circulate the same among the filmmakers and film buffs to enable them to vie for the glittering Golden Conches & Silver Conches, besides a huge award money of approximately USD 60,000 in various categories.

Public Comments Requested on Broadcasting Services Regulation Bill 2007
The I & B Ministry has published the Broadcasting Services Regulation Bill 2007 and the draft Content Code for public discussion. The Ministry's notice says that "Public can send their written comments to the Ministry which can be considered before the Code is notified. The comments may be sent latest by 5th Aug, 2007 addressed to the Secretary, Ministry of I & B, Shastri Bhawan, New Delhi 110 001".

TRI CONTINENTAL FILM FESTIVAL 2008
Human Rights in Frames
Announcing the call for entries to the Tri Continental Film Festival 2008. The Tri Continental began in Latin America in 2002, in Africa in 2003 and in Asia in 2004, and has since become the primary platform for human rights cinema from the three continents that form part of the global South.
In India, the Tri Continental is organized by Breakthrough, an international human rights organization that uses education and popular culture to promote values of dignity, equality and justice. The Tri Continental will tour India and the South Asian region in January and February 2008. Films selected for the festival are adjudged by a jury including filmmakers, film critics and scholars as well as artists. During the course of the year, films from the Tri Continental are also screened at universities, cultural institutions, among practitioners of human rights, citizens' groups as well as general audiences.

MOFF - Santarém Making Of Film Festival

The 'Making Of' Film Festival is an innovative event, in light of what's been done so far, in terms of cinematographic diffusion, as it will introduce something never seen at a festival before: the "backstage of movie making." National Public Service Advertising Competition!
If you think you can come up with thought-provoking, informative, innovative and convincing ideas and cinematic treatments on social justice issues and you have it in you to make a slick flick, just pick up your Digital Video camera and SHOOT!
Open Space, the civil society and youth outreach initiative of the Centre for Communication and Development Studies, Pune, and Framework Academy of Cinema and Television, Pune, invite entries for this national PSA competition.
Participants may choose to submit their entries on any of the following themes and topics:
What YOU can do about global warming
The HIV-positive have rights too
Living together, promoting diversity
Protect the girl child
Each film must be of 60-120-seconds duration. Entries can be submitted by individuals or by a team. An individual entrant/team may submit not more than two entries.
The best film will be judged on the basis of:
Originality
Accuracy and relevance of information conveyed
Efficacy of the messaging
Creativity
Technical finesse and production values
Cash prizes of Rs 10,000, Rs 8,000 and Rs 5,000 await the three best PSA films. The contest will be judged by a jury of filmmakers, development and communications specialists.
Adherence to the following guidelines is compulsory:
The film can be made using a 3CCD digital video camera only (we will not accept entries shot on handycams and mobile phones) and the final output should be of broadcast quality. Entries should be submitted in any of the following formats: MOV, MPEG, AVI
The film shall not contain any sort of vulgarity or nudity and should not hurt the religious sentiments or sensibilities of anyone in any way
The location of the film should be open to general public and not exclusive in any way
The primary language of the film should be English or Hindi
Ideal running time of the film is 60-120 seconds. Films exceeding 2 minutes duration will be disqualified.
Any soundtrack used for the film should not be copyright protected.
In case of any dispute related to the film arising with a third party, Open Space, CCDS and Frameworks Academy of Cinema and Television will not be held responsible; any disputes shall be dealt with by the person/s submitting the entry.
CCDS shall have the right to use and disseminate for public education purposes all entries submitted for the contest.
All entries must be submitted in DVD format. Last date for receipt of entries: August 10, 2007.

PUNTO DE VISTA" THE DOCUMENTARY FILM FESTIVAL OF NAVARRA
February 15 - 23, 2008
PUNTO DE VISTA, the Documentary Film Festival of Navarra calls for a competition, open to participation by documentaries of any nationality made in after 1 August 2006. The deadline for sending films is next 30 September.
Fiction, institutional or publicity films will not be admitted, nor reports or works of a journalistic nature. T
here are no limits with regard to subject matter, length or original language. Concerning the language, films will be presented with English subtitles if the original film language is not English, Spanish or Basque.
Films which have been premiered in commercial cinemas in Spain or broadcast on any Spanish television channel, or which shall be prior to the dates on which the festival is to be held, shall not be accepted.
The participation in this competition is compatible with other prizes or subsidies granted by public or private organizations.
Registration is free of charge.

For the selection process documentaries must be submitted in DVD format. If the film is selected entrants must send it in one of the following formats: BETACAM SP, DIGITAL BETACAM or 35 mm

Prize Jean Vigo for the best Director: 5.000 €

SPECIAL PRIZES:
The Audience's Special Prize for the best film: 2.500 €
Special mentions: The Jury will be able to award up to two special mentions, worth 1.000 € each. Should Punto de Vista First Prize be awarded to a short film, Prize for the best short film will not be awarded at all and its sum will be kept for the Jury in order to increase the sum of the Special Mentions (up to 2.000 euros) or to award new ones
