IDPA UPDATE, the newsletter of the Indian Documentary Producers’ Association comes to you as an occasional publication. This is part of our effort to keep you updated about developments in the world of the short film that may be of interest to film makers.

CSM Invitation to Film Screening & Panel Discussion
On Climate Change, 9th July, 2007

The Centre for Social Markets (CSM) and Tata Corporate Sustainability are pleased to invite you to a screening of short UK-funded films on Climate Change in India, followed by a panel discussion focused on issues raised by the films for India in general. The film screening and panel discussion will be held on Monday 9 July 2007 at Bombay House Auditorium, Mumbai, India from 3.00 to 6.00 pm

This FREE event forms part of CSM’s Climate Challenge India campaign. This screening is the third of a set of nationwide screenings of Climate Change films by CSM and partners in 2007 and will prove to be a way to promote public conversation. Similar screenings/ panel debates will be held in Kochi, Bangalore and Delhi, from July- October, 2007.

Since the seats will be filled up on a first come first served basis, please be at the venue by 2.30pm at the very latest. Please also note that no handbags/parcels of any kind will be allowed inside the Auditorium. The same will have to be deposited outside the Auditorium counter provided at the visitor's own risk.

Entrants will have to collect Auditorium Entry Pass from the reception and hand over the same at the entrance of the Auditorium.

The PSBT-Doordarshan Film Fellowships

PITCHING TO PSBT TRUSTEES DURING OPEN FRAME 07

To further encourage and support excellence in independent filmmaking by filmmakers in India, PSBT is delighted to announce up to 10 Film Fellowships for 2007-2008. These will be divided between 28 minute and/or 56 minute films (2 x 28 min for telecast on Doordarshan). They may be on any subject or theme that best represents the filmmakers' personal passion and concerns.

Short listed filmmakers will be invited to a personal Pitching Session with PSBT Trustees during the annual Open Frame International Film Festival between August 24th and September 01st.

The selection for these films will be very competitive and aspire to the best international standards. Only filmmakers of outstanding talent, with exceptional, well considered proposals are encouraged to apply for these Fellowships. Only one proposal per filmmaker will be considered. However, filmmakers may present budgets for either a 28 or 56 minute version or for both, indicating a preference.

Budgets for 28 minute films may go up to maximum of Rs 6 lakh and those for 56 minute films to a maximum Rs 9 lakh in exceptional cases for production on DV Cam /DVC Pro. Most Fellowships will need to be for much less, given our limited resources. These figures represent the maximum that PSBT may sanction after a detailed scrutiny and evaluation of the budget that must be well argued, based on realistic/ reasonable market rates and actual costs of production. Filmmakers are advised not to automatically pitch for the maximum figures. The budget will be factored into our evaluation. In any case, proposals that exceed these figures will not be considered.

Filmmakers will have up to ten months in which to complete the film including a turn around time of two to three weeks for each clearance and payment by PSBT at each stage – i.e. contract; comments on script; comments on rough cut; delivery and telecast on Doordarshan.  All other terms will be the same as the PSBT Draft Agreement <http://www.psbt.org/draftagreement.pdf> available on our website on issues such as deliverables, advances, rights, etc.

Proposals for the highly competitive FILM FELLOWSHIPS must be received by PSBT by July 23rd 2007 using PSBT's Detailed Proposal Submission Format <http://www.psbt.org/Final_Proposal_format.pdf>.  <http://www.psbt.org/Final_Proposal_format.pdf>

Short listed filmmakers will be informed of their selection and the date of the pitching session via e-mail on or before August 16th 2007. The short list will also be posted on our website. Invited filmmakers from outside Delhi will be reimbursed the equivalent of II AC sleeper two tier rail fare between Delhi and their place of residence and an allowance of Rs 3000/- towards the visit.

Film Proposals that are not selected for the short list or received after the closing date above will automatically be considered for the regular round of commissioning (detailed below, last item in IDPA UPDATE) if they meet the budgetary and other parameters.

Monsoon: An Arts Festival exploring the many
Awakenings of the Indian Monsoon
16-22 August 2007, New Delhi

CALL FOR SUBMISSION OF FILMS

New Delhi based arts organisation Red Earth (www.redearthindia.com) is organising the 2nd edition of the arts festival Monsoon in New Delhi from 16 Aug – 22 Aug 2007. The film screenings will be held at The British Council, New Delhi.  

Monsoon holds a special place in the Indian heart, offering a range of sensual, visual and aesthetic experiences. Monsoon presents varied interpretations and narratives of the monsoon from classical to contemporary, in visual art, music, films, and theatre/dance.

An omnipotent creative catalyst, monsoon is the source of multi-hued awakenings -- from the delightful expressions of love (in celebration or bereavement) to the experience of change as symbolised by change in nature to inspiring awe and terror with its occasional ferocious grandeur. The Monsoon is not just the rain, but a season, one that offers a range of other complex sensual, visual and aesthetic experiences which the festival hopes to foreground.

The second edition of the festival will take the older narratives forward, and extend the horizon of the theme, and will be a much looked forward to event in Delhi.

For the cinema component of the festival, we are looking at including films on the theme of monsoon / rain. Monsoon/ rain can be the narrative, sub-text or a motif in the film. We're interested in exploring the meaning of monsoon in different cultures and films that do so will be especially looked forward to.

Films may be feature films, documentaries, videos or any other genre.If you have a film that fits in with the theme of the festival, and would like to submit it for consideration, please send 2 copies of the film, on DVD format, to reach latest by 15th July 2007.

Please make sure to include a letter addressed to The Director, Red Earth (address below), stating that you are the rightful copyright owner of the film, and that if selected, it may be screened at the Monsoon Festival on the above mentioned dates for an invited non-ticketed audience, or a statement from the copyright owner to the same effect. The films may be supported by additional material like synopsis, credits, reviews etc.

ABILITYFEST 2007

Second India International Disability Film Festival

60 seconds to Fame: one-minute film competition on disability

ABILITYFEST is a bi-annual International Film Festival organised by Ability Foundation at Chennai, on the lines of similar events in London, Melbourne, Paris, Munich, Calgary, Toronto and Beirut. A unique and inspiring showcase of internationally acclaimed films by, with and about people with disabilities, it is scheduled for October 2007.

Ability Foundation is a national NGO involved in the integration, empowerment and mainstreaming of persons with disabilities. 60 Seconds to Fame! Is the one-minute film competition on disability,that gives you an opportunity to share your thoughts and creativity in one minute.

The theme for the competition this year is “Celebrating Diversity”. Diversity is the spice of life. The film should motivate creative thinking on the disability issues, to reinforce accurate portrayals that break down stereotypes and build awareness on the need to move towards a society that is inclusive for everyone.

The top three entries will receive cash prizes of Rs. one lakh, Rs. seventy five thousand and Rs. fifty thousand respectively.

Eligibility

  • The competition is open to filmmakers of Indian nationality only.
  • The entry can be animation, live action or both.
  • The running time including credits should not exceed 60 seconds.
  • The production could be either in Film/Video or Digital format, but the entries should be submitted on DVD format only.
  • English subtitles/captioning are compulsory even if the language of the film is English.
  • The entry should not have been publicly shown on television or in a theatre before.

Nazariya Films for Peace Festival November 2007, Ahmedabad

Nazariya is an initiative of DRISHTI Media, Arts & Human Rights to introduce alternative perception into our society by screening documentaries and short film that reflect a broader reality of the people in our society. Nazariya acknowledges the possibility of another point of view, another version of truth, another way of viewing. Nazariya is an attempt to reach out to newer unreached audiences through films.

1. Objective: The principal objective of the non-competitive Nazariya Film Festival for Peace is to promote and encourage awareness, appreciation and understanding of peace though films. It mandate is to present the most understanding and powerful films produced in every part of the world. Films are selected on the basis of theme, quality and originality. The festival also promotes youth to raise their concerns for peace and involve them in the process of peace.

2. Dates: The festival would be held in the last week of November 2007, tentatively.

3. Programmes: The festival also includes a 'Best debut films by young film makers of Ahmedabad' competition for the young film makers of Ahmedabad and cultural programmes by Nazariya Youth Club.

4. Deadlines: Submission deadline is 15th September, 2007 for selection process. The festival is not obliged to view late entries.

5. Festival: Procedures Because of the number of entries received, not all entries can be screened during the festival. A prescreening committee comprised of filmmakers and activist will prescreen each entry to determine which works are selected for screening during the festival.

Symposium on Communication for Social Development
  
We are pleased to inform you that Centre for Media Studies (CMS) in collaboration with Sarojini Naidu School of Fine Arts, Performing Arts and Communication is organizing Asia's premier symposium on Communication for Social Development.

PSBT-DOORDARSHAN COMMISSIONING 2007–2008: RE-VISIONING INDIA

PSBT invites proposals under their annual commissioning scheme for up to 52 independent documentary films.

India is undergoing rapid change at many levels with far reaching implications for both, those who are seen as beneficiaries of the unfolding processes and those who are excluded. Change impacts each of us at personal, individual levels that inevitably have far reaching social implications on issues ranging from interpersonal relationships to those of equity, environment, urban development and livelihood, the nature of our democracy and secular commitments. The canvas we offer is vast but the passions and the visions we seek need to need to be intensely personal, nuanced and practical. They must move beyond rhetoric and the unsubstantiated to the realities of the felt experience of large numbers. While we look for films that will offer new insights and perspectives into contemporary and emerging predicaments of a new India, we equally seek a vision of practical, achievable alternatives.

Budgets for these films will average Rs 3.5 lakh and ordinarily range from Rs 2 lakh to Rs 4 lakh. Proposals must be received by September 30th 2007 using the Preliminary Proposal Submission Format on our website <http://www.psbt.org/Preliminary_Proposal_Format.pdf>
