IDPA UPDATE, the newsletter of the Indian Documentary Producers’ Association comes to you as an occasional publication. This is part of our effort to keep you updated about developments in the world of the short film that may be of interest to film makers like yourself.
The current issue has details of several upcoming film festivals, which have invited entries of short films. These festivals include:

We are also circulating the PSBT’s plan to award fellowships for making of upto ten films.

Semana de Cine International en la Ciudad de México October 2008
APPLICATION
This event is open for long and short features and documentaries with no genre restrictions. The deadline to receive entries for the film festival selection is August 8th 2008.
The rules for selection are:
Conditions
- Long fiction features must be presented in mini DV or DVCAM and must be a minimum of 50 minutes long.
- Long documentaries must be presented in mini DV or DVCAM and must be a minimum of 50 minutes long.
- Short features or documentaries must be presented in mini DV or DVCAM and must be a maximum of 20 minutes long.
- Must have been produced between 2007– 2008.
Any other format other than Mini DV or DVCAM will not be accepted. Failure to comply will result in non acceptance of your entry.
Pre Selection Material
- Two copies of each entry must be supplied on high quality DVD
- Each entry must be accompanied with a compact disc containing a full facial picture of the director, director’s biography, film synopsis, technical information and promotional artwork. All images must be in JPEG 300dpi format.
- DVD containing film trailer (optional)
- Completed application form.
Entries will not be considered if any part of the above requirements is not met.
Successful Applicants
Successful applicants will be notified during the second week of August 2008 (From August 11th to August 15th).
Once a film is selected to enter the festival, it cannot be withdrawn.
From the notification date, applicants have until August 29th 2008 to send the following materials to he festival organisers:
- 4 film posters (70cm x 100cm)
- Press kit
- 2 DVD, DV Cam or Mini DV to be screening
Film Festival Competition
Festival organisers will be awarding a prize to the winning entry in each category.

Competition for Full-length Features and Short Fictions from Asia
Full length Features should be the First or Second Film of the Asian Directors made in the last two years in 35mm print format. Award for the Best Full-length Feature: 2000 USD.
Short Fictions should be made within last three years by the Asian Directors in print/digital format. Award for the Best Short Fiction: 1000 USD.

Kathmandu International Mountain Film Festival
Guide Lines for Submission
CRITERIA:
Films made after January 1, 2005 are eligible for entry. No restrictions have been set in terms of discipline, genre, length, and format to ensure that the full range of mountain filmmaking will be available to the participants and audience of the Kathmandu International Mountain Film Festival. The entries can be documentaries, full-length features, shorts, animation or experimental art forms. Filmmakers can also choose their own themes, whether ethnographic, adventurous, investigative, abstract, reportorial, or introspective.
ENTRY CONDITIONS:
Entry is free of cost. Entries without the duly filled-in entry form will not be considered. All entries must be accompanied by labeled still photographs/slides from the films for use in the festival catalogue and promotion. Films once entered cannot be withdrawn. The cost of mailing the films to KIMFF must be covered by the entrants themselves. The festival will not be responsible for any loss, damage, and/or delay of films in transit.
SUBMISSION DEADLINE FOR ENTRIES:
All entries must reach the Festival Secretariat in Kathmandu by August 15, 2008.
SENDING PROCEDURES:
Entries for selection will be accepted only in DVD or VCD formats, and they have to be sent by courier. In order to facilitate customs procedures, the entry package should be labeled “Only for cultural purpose, no commercial value.”
FILM SELECTION:
All entries will be viewed by a preview committee and the selection will be completed by October 1, 2008. The directors and/or producers of accepted entries will be immediately notified and requested to send copies in professional video formats for screening at the festival. The festival does not send out rejection letters.
FORMAT FOR FINAL SUBMISSION:
VIDEO: miniDV or DVCam.
SUBMISSION DEADLINE FOR FINAL PRINT OF SELECTED ENTRIES:
The professional video format for screening should reach the Festival Secretariat by October 30, 2008.

50TH BILBAO INTERNATIONAL FESTIVAL OF DOCUMENTARY AND SHORT FILMS
Bilbao City Hall, in cooperation with the Bizkaia Provincial Council, the Basque Government Department of Culture and the Ministry of Culture (ICAA) and the Foreign Ministery (AECI) announce the staging of the 50th BILBAO INTERNATIONAL FESTIVAL OF DOCUMENTARY AND SHORT FILMS.
The 50th BILBAO INTERNATIONAL FESTIVAL OF DOCUMENTARY AND SHORT FILMS will be held in Bilbao from November 21st until November 29th 2008.
The 50th Bilbao International Festival of Documentary and Short Films is recognized as an international event of a competitive nature by the International Federation of Associations of Film Producers (F.I.A.P.F.). The articles of these Regulations are in accordance with the provisions of the International Regulations of the FIAPF for 2008

CONDITIONS
- Only the following may take part in the Festival:
- Foreign films and video productions completed after to January 1st 2007.
- Spanish films and video productions completed after to January 1st 2008.
- Films and video productions entered for the competition may last no longer than 45 minutes. The Selection Committee reserves the right to accept longer films and video productions in special cases.
- Before being accepted by the Festival, all films and video productions must be viewed by the Selection Committee. No more than 6 hours per day will be given over to showing the films in the competition.
- The Selection Committee will be appointed by the Festival Management, and will be charged with selecting films and video productions to take part and programming them.
ENTRIES
- Films and video productions must be entered by their producers or their legal representatives.
- Entries should include the entry form with the synopsis of the film plus a biography and filmography of the director, the complete dialog’s lists and stills from the film. The documentation should be in Basque, Spanish, English or French. Copies for selection purposes are acceptable on DVD.
- The documentation must be sent by September 1st 2008 to the Festival address at Colón de Larreátegui, 37 - 4.º dcha. 48009 BILBAO, Spain.

Himalayan Film Festival 2009

The general aim of the Himalayan Film Festival is to promote documentary cinema and to give credit to documentaries and feature films dealing with the Himalayan region in a wide sense of the term. The festival is meant to be a chance for authors to exchange their views at the screenings and following discussions.
The website www.himalayafilmfestival.nl has become an important source of information for the more general film festival who seeks Himalaya oriented film material.

PSBT call for proposals for Independent Documentary Film Fellowships
The Public Service Broadcast Trust is plans to award 10 fellowships for making of films to be telecast by Doordarshan. Below is the proposal received from it:
To further encourage and support excellence in independent filmmaking by filmmakers in India PSBT is delighted to announce up to 10 Film Fellowships for 2008-2009. These will be for 28 minute and/or 56 minute films (2 x 28 min for telecast on Doordarshan). They may be on any subject or theme that best represents the filmmakers' personal passions and concerns. Short listed filmmakers will be invited to a personal Pitching Session with the PSBT Trustees during the annual Open Frame International Film Festival between 12 and 20 September 2008. The selection for these films will be very competitive and aspire to the best international standards. Only filmmakers of outstanding talent, with exceptional, well considered proposals are encouraged to apply for these Fellowships. Filmmakers are welcome to apply for both 28 and 56 minute films.
Budgets for 28 minute films may go up to Rs 5 lakh and those for 56 minute films to Rs 9 lakh for production on DV Cam/ DVC Pro. These figures represent the maximum that PSBT may sanction after a detailed scrutiny and evaluation of the budget that must be well argued, based on realistic/ reasonable market rates and actual costs of production. Proposals that exceed these figures will not be considered.
Filmmakers will have up to ten months in which to complete the film including a turn around time of two to three weeks for each clearance and payment by PSBT at each stage – i.e. contract; comments on script; comments on rough cut; delivery and telecast on Doordarshan. All other terms will be the same as the PSBT standard form contract available on our website www.psbt.org on issues such as deliverables, advances, rights, etc.
Proposals for the highly competitive FILM FELLOWSHIPS must be received by PSBT by 23 July, 2008.
Applications, prominently marked FILM FELLOWSHIPS, must be sent only by mail or courier.
