IDPA UPDATE, the newsletter of the Indian Documentary Producers’ Association is part of our effort to keep you updated about developments in the world of the short film that may be of interest to our members, film makers like yourself.

Project on Environment
Broadcasters sought for Europe-Asia project on the environment Posted on: 09/12/2008 Environmental, International Experience, Television Region: Asia and the Pacific A project in Malaysia will bring together four broadcasters from Europe and four broadcasters from Asia to produce a series of documentaries on how local communities are responding to global environmental challenges.
The first Asia-Europe TV Documentary Co-Production on Environment is being organized by the Asia-Pacific Institute for Broadcasting Development, in collaboration with the Asia-Europe Foundation and the European Broadcasting Union.
The project, which spans from January to November 2009, will have a production meeting in April in Europe and a rough cut meeting in September in Asia. Participants will produce their own documentary according to the common criteria defined in the first meeting.

THE INDIAN FESTIVAL of FEATURES and NON-FEATURES
for JOHN ABRAHAM NATIONAL AWARDS
The 4th Edition
From this year onwards, SIGNS will be THE INDIAN FESTIVAL OF FEATURES AND NON-FEATURES, showcasing the best among independent, experimental and innovative attempts in film/ Video media from India.
SIGNS include a national level competition for feature films. Films made in any format - video, digital or film - are eligible to participate in the competition. Apart from awards for categories like the best feature, short feature, non- feature and cinema of resistance, there will be another award for the best experimental work - cinema experimental - from this year. The last two awards are irrespective of the category.
One of the prestigious gallery sections of the festival will be dedicated to video art from India and abroad.
SIGNS also showcase selected animation films, advertisements and spot films in different gallery sections.
Awards
1. Best Feature (Duration 70 minutes or above) Prize money: Rs 1 lakh
2. Best Documentary Prize money: Rs 25,000/-
3. Best Short Feature (Duration less than 70 minutes) Prize money: Rs 25,000/-
4. "Cinema of Resistance" (Award for the best film/video
on subjects like state oppression, human rights violation,
environmental issues or any other matter that suppresses
the human spirit, especially in the areas Like gender equality,
social/cultural identity etc) Prize money : Rs25,000/-
5. The best experimental work – "cinema experimental"
(Award for the best experimental attempt that expands
the horizons of the medium, both aesthetically and technically.) Prize money: Rs25, 000/-
All awards carry a Certificate of Merit and a memento.
Eligibility
All Features/ non features /short features made after 1st January 2007
Films submitted for previous editions of SIGNS are not eligible.
Duration:
70 minutes or above for features,
Less than 70 minutes for Short Features and no time limit for documentaries.
Language:
Any language with English subtitle or dubbed in English.
Last date for submission of applications: 5th JANUARY 2009

Intimation of selection: 20th JANUARY 2009
Final submission of selected films: 5th February 2009
Selection procedure
A preview committee of filmmakers, critics and technicians will short-list the entries,
for screening before the award Jury. Besides the films chosen for the Competition section, selected films will be screened in Focus, the non-Competitive section.
Format for final submission the films must be submitted in DV/Mini DV or 35mm format.

SFFI 2009
The DBICA International Short Film Festival, now in its 3rd year, is the largest and most highly attended short film festival in Chennai. The 2 day festival presents over 50 International and National short films from more than 15 countries, to an audience of 20,000. SFFI is best known for its diverse and cosmopolitan balance of film that ranges from variety of genres like drama, documentary, animation, comedy, science fiction and mystery.
DBICA is the parent organization of the SFFI. Its is a non-profit Media and Communication Arts organization that presents the best in world's short film cinema to audiences in Chennai. Our Mission is to "celebrate the culture and art of the moving image through film making and film going experience of exceptional merit and diversity that challenge, transcend and entertain."
We are glad to announce that the forthcoming 3rd International Short Film Festival of India 2009 will be held on 7th and 8th February 2009.
We will be delighted to have your entries for this 3rd International Short Film Festival of India before 20th January 2009. You can send your entries by post to the address mentioned in the attachment. For more details kindly visit our website www.dbica.org. All films produced after June 2007 till December 2008 is eligible for this festival.
GENERAL RULES AND REGULATIONS FOR SFFI 2009
1. By submitting this film to SFFI, you are declaring that you have the legal right to do so and absolve SFFI from any copyright/ intellectual right violation. The DVD’s will not be returned in the normal course.
2. While films belonging to most genres are welcome, we DO NOT ACCEPT EROTIC FILMS OR FILMS THAT PORTRAY EXTREME CRUELTY TO HUMANS OR ANIMALS OR GHORY FILMS.
3. The Final Deadline for RECEIVING the DVD in our office is 20 JANUARY 2009. Even if you have mailed it on 18 JANUARY, if it does not reach us by that date, it cannot be considered. We are not responsible for any delay in transit.
4. All entries should be sent ONLY BY POST. All postage costs and duties are responsibilities of the sender.
5. SFFI is not responsible for loss or damage of the DVD. The preview copies will not be returned.
6. All films [other than English language] should be subtitled or dubbed into English.
7. A panel of judges shall select the best film in each category. In the event the panel does not find any film to have the required levels of artistic merit, it may decide not to grant awards in one or more categories. In all instances, the panel's decisions are final and no appeal in this regard shall be entertained.
8. Only one film should be included in a DVD. If you are submitting two or more films, they should be on separate DVDs and should have separate accompanying material.
9. Please label your DVD clearly with film name, run time, and contact details. Please DO NOT use stickers.
10. Please play your DVD on a stand-alone DVD player before mailing to us. Some DVDs which play well on the computer do not play well on stand alone DVD players.
11. By submitting the film to SFFI, you are giving us the permission to exhibit it in one or more festival sites plus in all other promotional events including TV telecasting.
12. Only films under the short-short or short category should be submitted. Normally, we do NOT consider films longer than 40 minutes since our goal is to show as many films during the festival as possible.
13. Due to the large number of entries expected, DBICA is not in a position to individually acknowledge the receipt of the DVDs. Please send your DVD by courier or "Registered Post Acknowledgement Due". In any case DBICA will confirm the receipt of the DVD by E-mail or by telephone.
14. TWO DVD copies for judging your film [in PAL or Universal Code] should be sent to the address given below.

2009 New York Arab & South Asian Film Festival
CALL FOR SUBMISSIONS for 2009 New York Arab & South Asian Film Festival

Seeking new works (produced 2005 or later) by Arab, Iranian and South Asian directors OR films about those regions and their diasporas by filmmakers of all backgrounds.
New York Premieres preferred, but will consider works that have had limited NY festival or non-theatrical screenings.
Films and videos of all genres and lengths welcome.
The 2009 New York Arab & South Asian Film Festival (NYASAFF) presents the best in recent features, docs, & shorts that increase awareness of the creative vitality and sociopolitical realities of North Africa, the Middle East, Iran, South Asia, and their diasporas. Given the historical and cultural affinities between these geographic regions, as well as the contemporary political landscape, several cultural and media organizations, including Alwan for the Arts, 3rd i NY, and the South Asian Women's Creative Collective, have launched a series of programming collaborations that encompass film, video, music, visual art, and literature, culminating in the film festival from April 9 - 19th, 2009.
In a climate of misunderstanding between Arab, Iranian, and South Asian communities and the West, we find strength in creating alliances to provide more nuanced, yet genuinely critical views to New York audiences. Even while under conditions of intense international scrutiny, and often in the shadows of numerous oppressive local and international political and economic regimes, the showcased filmmakers present artistic visions that range from the brutally honest to the poetically sublime, with good doses of humor, quotidian life, and popular culture. Together these media create a rich living tapestry that counterpoints the threadbare popular representations of these regions.

UK Environment Film Fellowships 2009
The British Council announces the launch of 2009 fellowships and invites environmental filmmakers to submit applications.
ABOUT UKEFF
The UK Environment Film Fellowships have been awarded every year since 2005 to Indian environmental filmmakers, for creating 12 minute impactful documentaries. Find out more about the fellowships.
THEME FOR UKEFF 2009
Filmmakers can submit applications for either or both of the below mentioned themes:
1. Take Action – Case Studies of Individuals/ Communities/ Organizations in India successfully working towards reducing carbon emissions in India.
2. Impacts of Climate Change on Human Security

UKEFF 2009 Fellowships:
Fellowships will be awarded under the following two categories:
Full Fellowships: Four fellowships will be awarded, through a countrywide bidding process, to a team of environmental filmmakers and climate change professionals or institutions; to make 12- 15 minute documentaries on this year’s theme. These documentaries should inspire many more individuals and institutions to consider their own unique situation and make personal commitments towards initiatives that will lead to increased reduction in carbon emissions. Aspirational Fellowships: Climate Change is affecting each one of us and we all need to share our story. We are inviting everyone to share their stories through a short three minute film. Ten fellowships of Rs 10,000 each will be awarded to original films based on the themes. You may get further details here.
